Fraudulent Couple Fleeces Desperate Home Seekers in Harare

HARARE – A notorious wife and husband duo, Florence (née Behane) Pambukani and Felix Pambukani, have been exposed for defrauding desperate home seekers in Harare’s Crowhill Farm. 

Despite a High Court order prohibiting them from selling the land, the couple has continued to swindle unsuspecting buyers.

The Pambukanis, former convicted fraudsters, have a history of deception and have left many in a precarious situation, with most losing substantial amounts of money. 

Their fraudulent activities have been ongoing despite a 2021 High Court order issued by Justice Webster Chinamora, which was confirmed by the Supreme Court, prohibiting them from selling the land.

Crowhill Private Limited, the rightful owner of the property, has been trying to evict the illegal occupants, but they have refused to cooperate. 

The company has served affected individuals with letters inviting them to regularize their status or face eviction.

The couple’s criminal history dates back to their conviction for defrauding Lonrho Zimbabwe, for which they served eight years in prison. After their release, they continued their fraudulent activities, targeting desperate home seekers.

Their modus operandi includes name-dropping, claiming connections to senior government officials, and using threats and intimidation to get what they want. In one instance, they allegedly hired thugs to attack workers at Wakefield Farm, resulting in severe injuries and the eviction of 35 families.

The Pambukanis’ illegal activities have been exposed, and authorities are urged to take action to protect innocent home seekers and bring the couple to justice.

Florence and Felix Pambukani, a wife and husband duo, have been fleecing desperate home seekers at Crowhill Farm in Harare. Despite a High Court order prohibiting them from selling the land, the couple has continued to defraud unsuspecting buyers.

The land in question, Chirika Extension of Borrowdale Estate, measuring 121.4029 hectares, is held under a transfer deed. Crowhill Private Limited owns the property, but the Pambukanis have been misleading home seekers, claiming to be the legal owners.

In 2021, High Court Judge Justice Webster Chinamora issued an order prohibiting the Pambukanis from selling the land, which was confirmed by the Supreme Court. However, the couple has continued to defy the court order, selling the land to unsuspecting buyers.

The Pambukanis have a history of fraud and deception, having been convicted of defrauding Lonrho Zimbabwe and serving eight years in prison. After their release, they continued their fraudulent activities, targeting desperate home seekers.

One legal occupant of Crowhill Farm said the Pambukanis had approached them, seeking a stand, and were assisted. However, Florence Pambukani later contested the leadership elections for Acorn Farm, but was barred due to her criminal record.

The resident alleged that Florence Pambukani had secretly convinced Dr. Msipa to form Acorn Township Developing Association, a cooperative, to gain monetarily. 

“I know the Pambukanis after they were convicted of fraud after defrauding Lonrho Zimbabwe and served eight years each in prison. After they were released from prison, they came here to Acorn Farm desperately seeking a stand, and we assisted them.

“At one time in 2017, Florence wanted to contest in the leadership elections for Acorn Farm and we barred her because of her criminal records. Florence knew about our stands, which were 80 at the dam side area, which we wanted to give to a developer who would do a road for us.

“She went secretly to Dr Msipa and convinced him about the formation of Acorn Township Developing Association, a cooperative. But all this was for her and her husband to gain monetarily,” the resident said.

“The Pambukanis own a mere stand which is just a tiny fraction of that is in Cleverhill Estate and far from where they are selling and leasing unsuspecting individuals. It is clear on the map that their rightful stand number 720 is on the Msipa side, ” he said.

The Pambukanis own a small stand, but have been selling and leasing land to unsuspecting individuals.

Efforts to contact the Pambukanis were unsuccessful, as their phones were unreachable. 

However, their criminal activities have been exposed, and authorities are urged to take action to protect innocent home seekers and bring the couple to justice.
