ZPC Insists Gwanda Solar Project Tender Was Above Board, But We All Know Better

HARARE – In a shocking display of audacity, the Zimbabwe Power Company (ZPC) claims that the tender awarded to Intratrek Zimbabwe Pvt Ltd for the 100-megawatt Gwanda solar power plant was “above board.”

Yeah, right! We’re sure it’s just a coincidence that Wicknell Chivayo, the owner of Intratrek, is seen with the “Number One” every day.

ZPC signed the contract with Intratrek in 2015, but almost nine years later, the project is still stuck in limbo.

And it’s not like they didn’t try to cancel the contract, but apparently, it was “packaged” in a way that made it impossible to do so. Convenient, huh?

According to ZPC, the delay was due to a lack of funding, which is ironic considering the government’s fondness for splurging on luxury cars and overseas trips. And let’s not forget the small matter of reinsurance payments to Sinosure, an export credit agency of China Exim Bank, which ZPC claims was the “biggest elephant in the room.”

Tungamirai Chinhengo, ZESA Holdings’ Legal Advisor and Corporate Secretary, explained the convoluted contract terms, which basically boil down to “we can’t cancel the contract because of the way it was packaged, and we can’t get funding because of government-to-government financing issues.”

In short, it’s a hot mess, and ZPC is trying to save face by insisting that the tender was above board. But we all know that when it comes to government tenders, nothing is ever as clean as it seems.
