HARARE – The Parliamentary Portfolio Committee on Higher and Teritary Education, Innovation, Science and Technology Development on Wednesday formally launched the recently gazetted Manpower Planning and Development Ammendment Bill.
The Committee’s Chairperson, Honourable Daniel Molekele facilitated the launch and in attendance was the Minister of Higher and Tertiary Education, Amon Murwira and a delegation from his ministry.
This bill is part of the process of aligning certain legislation including the Manpower Development and Planning Act with the new 2013 Constitution.
It also seeks to establish the Tertiary Education Service, a body – corporate for persons employed in tertiary institutions and to ensure widespread, rapid, sustainable development of Zimbabwe by spelling out plausible measures to ensure the attainment of National Development goals as espoused in section 13 of the constitution.
Essentially, this bill seeks to equip Zimbabwe’ human capital with relevant skills and knowledge which will allow it to respond to the fast paced and dynamic modern world.
The Committee will soon begin public hearings in order to gather feedback and additional input on the bill and it hopes to host meetings in each province around the country.
